visa requirements for Martinique and Guadeloupe?

I’m traveling on a cruise and in my country (Peru) the French embassy tells me that I need a regular visa (60 euros + lots of paperwork), but my travel agent says that I can buy a special permission to enter the island for some hours at just 10 euros. Does anybody knows for sure what I should do? or has anybody been there?

You will need to buy a regular visa. Guadeloupe and Martinique are overseas departments of France (just like an Hawaii is an overseas state of the USA). France doesn’t grant their overseas possessions the right to regulate their immigration laws, therefore you will have to apply at the French embassy in Peru for Schengen Visa. The French West Indies and French Guiana are considered an integral part of the European Union, therefore you will need a visa issued by a French overseas ministry. France does not allow any of their overseas territories or departments to regulate who enters their territory.
