Peru: Human Rights After Fujimori Human Rights Watch Backgrounder, March 2002 Since the fall of the corrupt Fujimori government in November 2000 the human rights situation in Peru has improved significantly. During the last mandate Fujimori (1995-2000), Vladimiro Montesinos, the de facto head of National Intelligence Service (SIN) and Fujimori's close adviser, uses a combination of bribes and extortion to control state institutions like the armed forces, police, tax office, electoral authorities and the judiciary. Human rights violations, including extrajudicial killings, torture, and intimidation occurred frequently and were systematically covered. Related Materials Peru: Human Rights After Fujimori Press, 20 March 2002 Questions and Answers on to Peru's Criminal Prosecution Backgrounder October 30, 2001 The recent measures to strengthen human rights protection in Peru have been part of a broader effort wide to restore rule of law. The administration of President Alejandro Toledo has been based on the progress of the interim government in the investigation of abuse and exploitation to account those responsible. It is also making a long-term effort to restore the independence of the judiciary and the armed forces restructuring. Other long time human rights problems, such as police brutality and prisons overcrowded and unsanitary, are also beginning to address. Fujimori's legacy The government so far has not addressed the country's draconian and much-criticized anti-terrorism legislation. Neither has yet remedied the situation of some 2,500 prisoners sentenced by the courts against terrorism without due process or the right to defense.
