Indian citizen living in the tourist U.S. visa requirements to visit Peru?

I am an Indian citizen living in the U.S., near the New York City (I am a legal worker with an H1B visa). I need to get a Tourist Visa to go to Peru. There seems to be a Consulate General of Peru in New York, on E 49th Street, but the procedure for visa application is unclear. Is it necessary to go personally to the Consulate General and submit an application form, along with supporting documents? Or should I mail them. Taking it personally is more convenient and is safer, too, for me. Does anyone have any idea of this? Furthermore, it is known that the necessary supporting documents (there is no clear answer from the websites).

the permanent or temporary residence, never mind. What matters is their nationality. I did not need visas for 30 days. I am Romanian The best way to learn is simply to call the consulate. Web sites are not reliable, since they need be updated.
