Bolivia: Is it really bad time to travel the country in November?

Hello! I travel for three weeks in November. My plan is to go to Bolivia and go around the country, especially hiking. However, I read that the weather can be very messy then. Is that bad? Otherwise, Peru is better? If you intend to travel there in November is a really bad idea, any suggestions for the countries in Central and South America to visit in November?
