Why is it that in the U.S. we have some of the toughest laws, but we still have high crime rates?

We have some of the harder drugs, anti-gang laws in the world, tougher penalties in the world, the death penalty, etc, but we still have a lot of crime anyway. Did you know that in some countries the maximum penalty for murder is like 20 or 30 years does not matter if you kill 1000 people?! However, no such crime as we do. Why? … This type in Peru that killed more than 100 girls in the 80s only 16 years not only because in when the maximum penalty was 16 … is 25 now.

Good question. The United States has one of the highest crime rates (if not the highest) in the world developed. Could it be that, compared with other countries in the developed world, the gap between the haves and have-nots is one of the greatest?
