U.S. can someone get visa revoked if they have a restraining order against them?

A friend of a friend's request for a restraining order against a man from Peru. She still has not helped him, because he has been outside the country. It has obtained a visa to reenter the U.S. and now threatening to come after her. There are 2 parts to this question: 1) Can she get your visa? 2) Who does she contact to get your visa? Authorities U.S. or the Peruvian consulate, which can notify the U.S. Embassy in Peru so that it may revoke the visa. Thanks in advance for your help.

Sounds very suspicious to me. His "friend of a friend" rather than manipulate consider itself in a federal jail cell.
